(You can, of course, also cut the outer pocket as a single piece, if the pattern allows for it.)
Proceed in exactly the same way with the lining fabric, with the slight exception that a gap is left in the middle so the bag can be turned right-side out at the end… Stuff the bag fabric (right side out!) into the lining fabric (wrong side out!)…

The seams are always particularly fiddly; it’s best to double-check that everything is securely sewn...

Glue helps secure the bag in the frame before stapling. Additionally, the mixture of glue, fabric, and batting serves as a pretty good substitute for the lip that professional bag makers use to attach bags to the frame…
I usually use simple paper glue; it’s easy to remove if something spills or goes astray.
Fiddle the bag into the frame and carefully clip it in place…
Of course, somewhere on this planet there are special pliers designed specifically for frame bags, but any other kind will do just as well. The main thing is that they are rubber-coated or otherwise well-padded to prevent scratches.
